Could someone please explain what this type of behaviour is ? :)

Hopefully you can give some guidance on how to calm gypsy in the outside world? She’s awesome walking down a road that doesn’t heavy traffic with people or dogs.. She is great with the sit stay etc We have watched her videos where in a controlled environment she was walking amongst dogs she got minimally distracted .. But She is still getting over anxious when placed in a busier environment.. Whilst the training Eliza and the rest of the team have done are doing has been awesome, we are wondering if one on one for Gypsy would be best suited to her situation, we took on Lexie’s advice today changing our commands to what you all use (to avoid confusion) to see if this would help , but she still barked ( adding wagging tail) whilst walking as well as when she was laying down taking in the sites🤦🏻‍♀️🤦🏻‍♀️ Any advice on next steps would be appreciated, as we are not confident training in a controlled environment Is the option for her?
