If you can build multiple structures on a 5000sq ft lot which would increase the value of the property minimum 3x, then would we submit an offer at ARV? regardless of the condition of the house since the house is most likely a tear down?

Has anyone ever thought to try to create a strategy where we try to influence the owners of those abandoned apartment buildings in downtown Seattle to either sell, or let us remodel them with backing from the city leaders? I really dislike the Seattle city government and everything they stand for, but if we could use them to influence the building owners to allow a a company to go in and remodel them under the guise of converting those abandoned buildings into affordable housing. There might be an opportunity there. I drove Uber for 9 years in Seattle and I see a lot of those abandoned buildings just doing nothing.
