Thanks @Nathaniel Taylor, I appreciate the insight! I'm mainly just trying to cut costs on large scale outreach. Looks like I'd still need Google Workspace accounts with the relay solution you've linked. Right now I'm looking at running campaigns from 50 domains with 2 email addresses per domain. This would be 100 Workspace accounts (or $600).

CAN-SPAM!?

Quick Question: When someone requests to be removed from our email list, I understand that we should not email them again. However, if their email address is inadvertently re-uploaded via a different list, could this lead to violations of CAN-SPAM laws? To avoid this, should we add every email address that requests “remove me from your list” or “unsubscribe” directly to a blacklist, ensuring they don’t receive further communications, regardless of any subsequent uploads?

What software are you using for campaigns? Instantly should prevent you from uploading the same contact twice but I guess you may've deleted some to keep the numbers down. Best bet would be to add to a blacklist. There's probably a simple way to automate this through webhooks or the API using Make or Zapier.
