Few other freely accessible locations bring visitors closer to the start of Horseshoe Falls. A large portion of Niagara's water is used for controlled hydroelectric power generation. At the same time, international agreements ensure that sufficient water flows over the falls to preserve their appearance. The edge of the falls has been slowly migrating upstream since the end of the last Ice Age. Targeted engineering measures have significantly slowed this natural erosion.
