This is a mechanism to avoid someone accumulating the economic activities by "enslaving" others to keep earning unlimited CROPS. In a way, this is to avoid the formation of economic blackholes. Even if a person owns a lot of Squares, those squares cannot earn all CROPS if that person, individually, cannot generate economic activities that cultivate all the Squares he/she owns. This gives incentives for people to share/loan those "excess" Squares to others who can generate economic activities to yield CROPS. Welcome comments to learn if this is a correct understanding.
