Campaign and Ad set structure question

Hey Vivre team, thank you so much for a super informative course. I just finished going through the whole thing and have 2 questions about structure.

For testing out different offers (for example, an offer with free breakfast, vs. a 20% off offer) should we separate those into different campaign? So a campaign will only have one offer?
For testing out targeting different countries, do you separate different countries by different ad sets? Or do you group all the countries you want to target in one ad set and then turn on translation?
