CAN I TELL OFFER VIA EMAIL???

So, I have been following up with one guy for a longer time, and now I got second answer from him. He says he's super busy and can't hop on a discovery call with me, but that they need someone to make them a campaign calendar and do the email campaigns for them. (No flows set-up)

But, he says if I'd be interested and If yes that I should tell him via email how much would I charge.

But I heard a lot of people saying that I shouldn't tell the offer via email, what would you recommend to me guys?

(The guy isn't extra cold, I've already made him 2 e-mails and a loom video)
