Can a middle schooler in Dallas, Texas some how go to ISEF if they make it to State Fair.

I already know a middle schooler can't move onto ISEF when he/she participates in the regional fair, but if they win they go to the state fair.

Lets say he/she wins in the state fair can the middle schooler move onto ISEF or does it end there.
