Ad targeting for free workshop sign up - website visit or lead sign up target

Anyone running ads to get sign up for free live workshop in coaching/healing industry? I was wondering do you ad target for website visit or getting lead sign up (or something like that, forgot exact work in facebook ad) ? Does website visit targeting work to get leads or you get a lot of clicks but not much sign ups? thnks
