Contacting “no call” Sellers

I skipped trace a list of potential sellers in my area and a good amount of people have a “no call” placed on their account. Do you guys still call the sellers? I want to respect people’s boundaries and I also don’t know if it’s illegal to call people who don’t want to be called. How have you guys gone about this?
