Help! Credit Report/Monitoring issue

Hi this Experian credit report issue continues to block my client from having their report updated. They continue to call and upload drivers license and utility bill as directed for Experian to verify the address however they keep getting this.

It may be due to all addresses being wiped from one of the rounds and client confirmed active accounts report has current address.
