NEPA Compliance and "Trumps War"
As a former regulator and a practitioner that has to get permits, etc. on occasion, over my entire career regulatory actions at the local, state and federal levels almost universally take way longer than they should. Even where statutory deadlines exist for agency actions, those deadlines are often ignored with no consequence. We have become used to things taking forever and there is usually no good reason for it. It really is a burden on the entire economy and it can be fixed without compromising environmental protections.
