Cairo and I struggle with reactivity on a leash walk. Specifically when walking by other dogs, he gets extremely excited and starts pulling pretty hard, his hair on his back sticks up like a Mohawk and sometimes he whines or pants heavy. Extremely hard for me to break his attention with treats/training or a toy, unless I create good distance, but even sometimes that doesn’t work until the dog is out of sight. Not sure how/when to correct with e-collar or if that’s even a good idea?

@Jeff Thomson thanks for info. I do feel like I get really good engagement from him at home, no problems there but maybe my reward system isn’t strong enough compared to his “reward history” you referred to. I will take a few weeks working on that before taking on any more walks
