If I were you, I'd search "restaurant owner" on LinkedIn and add the City you are in as a filter, then copy the URL of that page, drop it in your ACC Software (LinkedIn/email) to then send connection requests with custom messages to restaurant owners. I would also advise to connect your email to the software so you can also send email to supplement your outreach to them on LinkedIn. Based on whether they open/click your email (you can see these stats), I would drop by the restaurant in person as another touchpoint.
