I would have mine outreach by mixed mode, and varied phone, text, email in a courteous, timed fashion just like I or my admin/marketing would do in order to set 30 minute appointments to discuss their biggest issue, obstacle, goal, gap and what we could do to help - essentially a mini-discovery. I would give it 6 known qualified targets/day and keep following up until booked. This use case likely needs knowledge and nurturing skills.
