Use a #2 hook, small split shot and no cork is needed. Throw it out in front of the culvert or out about 20 yards from it and hold on. I've had huge Shellies pull my rod in the water when I sat it down and turned my back.

Crappie @ Palm Beach Lakes bridge east of I95
Want some 14inch Crappie? Fish this Bridge at night with no light. Jig outside of the shadow lines from the bridge on either side. This is super clean water and the fish don't like light. I tried dropping a lantern once and caught nothing. Fish about 1-2 ft under water and BOOM! Thank me later.
