“As for the foam, it vanishes as scum; but that which benefits people remains on the earth. Thus does Allah present examples.” (Qur’an 13:17) Commentary He struck a parable for truth and falsehood. He likened disbelief to the foam that rises on the surface of water: it soon disappears, clinging only to the sides of the valleys, and the winds drive it away. Likewise, falsehood fades and vanishes. These two examples were given by Allah to show the firmness of truth and the perishability of falsehood. Falsehood,even if it rises and appears dominant at times, inevitably dissipates, just like foam and impurities. [Al-Qurṭubī 12/48–51]

“To Him belongs the call of truth; and those they call upon besides Him never respond to them in anything. No more than one who stretches out his hands toward water hoping it will reach his mouth, but it will never reach him. And the prayer of the disbelievers is only in vain.” [Surah Ar-Raʿd: 14] Commentary: “Whoever attaches himself to other than Allah has surrendered his weakness to weakness, his incapacity to incapacity, and his need to poverty. So how can he ever rectify his condition or reach his hopes, when he has delivered his soul to such an end?!”

“And indeed, your Lord is full of forgiveness for the people despite their wrongdoing.” Surah ar-Ra‘d (13), Verse 6 His goodness, kindness, beneficence, and pardon continually descend upon His servants, while their evil and disobedience continually rise up to Him. They disobey Him, yet He calls them to His door; they commit sins, yet He does not withhold from them His goodness and kindness. If they repent to Him, then He is their Beloved, for He loves those who repent often and loves those who purify themselves. And if they do not repent, then He is their Physician ,He tests them with hardships in order to cleanse them from faults. [Al-Sa‘dī, pp. 413–414]
