Can someone please explain how the trend line is in different positions to price in different time frames?? In the 15 sec it's above price while at the exact same time it's below price on the 2 min???

You're looking at 2 different timeframes. If you'd like to compare look at the same times, then remember, each 2min candle is made up of several 15sec intervals. On the 15sec screenshot, you have 3PM as your begining time on the 2min screenshot, you have selected noon til 2PM 🧡
