@Zane Pritchard the reason why youre not getting that glow is because everything is being dulled down by white. Take a look at the light value above the nose and then the midtone value to the left and right of it. In your painting both are desaturated hence nothing is standing out. The light is desaturated but because it is light and desaturated the midtone next to it should have more chroma to balance it out. Hope that helps

@Zane Pritchard my recommendation is you can use white but not that much. Turn off the part in your brain that tells you that white is the only way to raise value. It is not. cad yellow and burnt sienna can also raise values equally. Just because something is more chromatic does not make it darker. If it helps you can take a picture and turn it black and white so you can see how light and dark the chromatic colors are
