No, however you could possibly get a new construction, but that would require all the house plans, permits and approvals being in place. Purchasing land without perc testing, and not talking to the local zoning enforcement officer, conservation, board of health, is a risk. Ground or under the topsoil, could be wetlands, flood zone, or ledge, no way to be sure, unless investigated. Not sure if a USDA loan would be an option, and would depend on the use, zoning, location. A mortgage broker would be a good start and person to talk to.
