In my opinion, we need to start at step #3, only spend a few minutes of effort per day, and build a strong daily routine. For example, if I'm scrolling on my cell phone, I try to find information in English, watch movies in English, or listen to music in English, just to create an easy routine! Finally, the internal voice in our brain is important to keep healthy and recognize yourself every small progress!
