To survive the present military and political pressure, the remaining IRGC leadership must consider a surrender deal with the United States that involves the total dismantling of uranium enrichment and the acceptance of American observers on Iranian soil. While this path offers a way for the third tier of leadership to consolidate wealth and power, it risks alienating the small percentage of loyalists who view such terms as a betrayal of the supreme leader and the revolutionary cause.
