Is a blue ray (1st ray of God Consciousness)
That is for clearing the throat chakra and making you fluent, articulate, or verbally and emotionally intelligent in your speech, at the very least efficient at it. Concisely said, long story short, it is a great way to get to confident healthily felt thoughts and wording.

Is a 5 phrase decree/prayer that is founded from/in somewhere in Hawaii
And is a useful one for any of us, to make us aware and rebuking our lack mentality that we project into our subconscious unknowingly.
