Free
Freesound- Make a free account. These are not always top quality but you never know what you might find
Pixabay- Also a free account. I,ve found these to be very good quality so far
Creatorchords.com-free to download music if attribution is given and paid if not
Paid
Ghosthack- Very good quality sound packs plus they have sales and discounts very often. occasionally even free stuff, Not a subscription
Epidemic Sound- Subscription based for 10 bucks a month. Very nice quality effects
