To take the tennis analogy further:
3 is an overhand serve
2 is an underhand serve
1 is the return
"2" is a serve that is a little easier for a beginner to return but it also has a role for anyone of any skill level of getting the game started. In the same way, a "2" in a discussion has more material in it for the person returning to work with.
