“Why do voters support X against their own interests?”
A: Voter behaviour is shaped a number of processes of socialization, and rarely be boiled down to a single "interest", and while it can be possible to have a decent idea of how an individual will vote based on their socio-economic status, education and identity markers, it's hard to predict how voters will vote in a particular election.
“What’s one institution that shapes outcome Y?”
A: I could use historical path-dependency here, or organizational culture, for example, depending on what Y is.
