Have you guys heard of this regarding Traffic Courts?

The Doctrine of Exhaustion of Administrative Remedies

Apparently, it's been Criminally and Administratively improper for Police,Troopers, etc...to prosecute so-called Traffic infractions: Expired Tags, D.L. Suspensions, Broken Taillights, and so forth prematurely before the individual has a chance to use the Administrative process FIRST! Basically and for generations this Jim Crow crap has lived on covertly as Abuse on the weak and the poor.
