I know I read that if filing a federal title 42, you don’t have to give them notice of claim but I will be sending just to show I have, over the course of almost a decade, attempted to resolve this by giving them notice and opportunity

The notice of claim is what is supposed to be given to a municipality prior to the filing of a lawsuit

I’m writing a claim out just like a complaint for suit alleging all the undisputed facts that I will be suing the city for. I will submit a cover letter explaining the situation and my readiness to file a lawsuit if a reasonable resolution is not reached. Submit it to the city clerk pursuant to the code. Im going to submit a copy to municipal insurance and notify them that because they are sureties they will be included. I need the surety bond to find out who that is. The oath will be presented as exhibits that they violated the constitution when they violated my due process rights.

I gather all my evidence via open records prior to filing any lawsuit so these are the last I need. I found a couple of oaths filed in public records but not all the public officials oaths are there. I can’t find their surety bonds either. Any ideas?
